When culture is forced to justify itself through growth, targets and 'impact', something vital gets lost. Justin makes the case for culture as a public good: central to democratic life, belonging, and how communities make meaning.

After Covid, we all saw the contradiction up close. Arts and culture mattered deeply to how people coped and connected, while many cultural workers and organisations were left exposed. So what are we actually building policy for?

This isn’t a rejection of evidence or economics. It’s a refusal to let metrics become the whole story.
