After Covid, we all saw the contradiction up close. Arts and culture mattered deeply to how people coped and connected, while many cultural workers and organisations were left exposed. So what are we actually building policy for?

This isn’t a rejection of evidence or economics. It’s a refusal to let metrics become the whole story.
